Vacancies will be filled in the following specialty areas:
Information Technology
The following are the duties of this position at the full working
level. If this vacancy includes more than one grade and you are
selected at a lower grade level, you will have the opportunity to
learn to perform these duties and receive training to help you grow
in this position.
* Develop policies, procedures, and strategies that ensure
optimization and integration in the installation, configuration,
and maintenance of the operating environment.
* Provide authoritative advice to other specialists in areas such
as disaster recovery, capacity planning, applications development,
hardware strategy, and operating systems security; and develop and
implement agency guidelines.
* Lead a major operating systems project, e.g., installation of new
operating environments or implementation of new operating systems
patches, upgrades, and releases; consult with developers or vendors
in defining requirements and identifying integration issues;
oversee installation, customization, testing, and implementation of
the operating environment; and work with vendor software engineers
to correct problems and enhance performance.
* Evaluate the impact of new and proposed applications on the
operating environment; and recommend changes to ensure the
functionality and stability of the operating environment.

Qualifications:
Federal experience is not required. The experience may have been
gained in the public sector, private sector or Volunteer Service.
One year of experience refers to full-time work; part-timework is
considered on a prorated basis.

You must meet the following requirements by the closing date of
this announcement:
BASIC REQUIREMENT:
Experience must include Information Technology (IT) related
experience that demonstrates each of the following four
competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral
Communication and 4) Problem Solving.
In addition to meeting the basic requirement above, to qualify for
this position you must also meet the qualification requirements
listed below:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of
specialized experience at a level of difficulty and responsibility
equivalent to the GS-12 grade level in the Federal service.
Specialized experience for this position includes: Experience that
demonstrates accomplishment of computer project assignments that
required a wide range of knowledge of computer requirements and
techniques pertinent to the position to be filled. This knowledge
is generally demonstrated through assignments that required the
ability to analyze a number of alternative approaches in the
process of advising management concerning major aspects of IT
system design. This would include defining what system
interrelationships must be considered, or what operating mode,
system software, and/or equipment configuration is most appropriate
for a given project. At this level, your experience must be
sufficient to demonstrate the ability to: Plan and coordinate
change activities with applications developers, telecommunications
specialist, facilities managers, vendors and customers; manage
implementation and deployment and keep senior management informed
of project progress through periodic briefings and reports.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the
GS-05, applicants must meet applicable time-in-grade requirements
to be considered eligible. One year (52 weeks) at the next lower
grade level is required to meet the time-in-grade requirements for
the grade you are applying for.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this
is an open continuous announcement, by the cut-off date) specified
in this job announcement, current civilian employees must have
completed at least 90 days of federal civilian service since their
latest non-temporary appointment from a competitive referral
certificate, known as time after competitive appointment. For this
requirement, a competitive appointment is one where you applied to
and were appointed from an announcement open to "All US
Citizens".
